The Limits of Europeanization. Has EU Integration run its course in the Western Balkans?

Europeanization has been the process that sought to not just bring the countries of the Western Balkans into the European Union, but also to consolidate democracy and rule of law in the region. However, more than 15 years after the launch of the Stabilization and Association Process by the EU, the countries of the region are in a precarious position. Democracy has been backsliding, EU membership seems remote, and nationalist rhetoric remains virulent. The talk will reflect on how Europeanization failed to deliver in the region and what larger lessons can be drawn both for the transformative power of the EU and ability of the countries of the Western Balkans to establish stabile, vibrant democracies.

Florian Bieber is a Professor of Southeast European History and Politics and Director of the Centre for Southeast European Studies at the University of Graz, Austria. He has been a visiting fellow at the Remarque Institute, New York University and at LSE and taught at the University of Kent, Cornell University, University of Bologna, and Sarajevo. He is the coordinator of the Balkans in Europe Policy Advisory Group (BiEPAG) and also a Visiting Professor at the Nationalism Studies Program at Central European University.
